Below you will find the rule proposals for the 2007 Nationals and beyond.  The proposals for new/revised rules were submitted by several senate representatives. 2/3 Majority needed to approve proposals (9 yes votes)

 

 Proposal #1  YES 8  NO 5  “FAILED”

To allow the “old” level 19 magnets from BSRT, Slottech, & Wizzard Products that have been out since before the 2006 Nationals.

 

 Rational: This would allow the racers that have purchased these magnets and are racing them in many of the state series, and don’t want to purchase level 25 to compete at this years Nationals.

 

 Proposal #2  YES 6  NO 7  “FAILED”

To allow the Wizzard Products “flexible” chassis.

 

 Rational: This chassis was released well before the 2006 Nationals and is legal in most state series.

 

 Proposal #3  YES 12  NO 1  “APPROVED”

To allow all of the January 1st submissions from Scale Auto/BSRT and Slottech.

 

 Rational: These two manufacturers care about their customers, and submitted all new products on-time as required.

 

 Proposal #4  YES 13  NO 0  “APPROVED”

Change wording for Super Stock “armatures”: The armature must be stock or a hot stock production red wire with crimp/folded/welded tabs. The commutator may be trued, epoxied, and advanced timed. Small cuts or drill marks may be made for balancing only. No machining/cutting along the entire length or circumference of the lams/stacks. Excessive removal of material to reduce weight is not allowed. Minimum 5.8 ohms (measured pole to pole with armature removed from car and checked after a 5 minute cool down period). No dewinding, rewinding, or soldered tabs.

 

 Rational: This should cover our a** this year.

 

 Proposal #5  YES 11  NO 2  “APPROVED”

Allow “Polymer Traction Magnets” in Modified class.

 

 Rational: When put to the racers at 2006 Nationals, the majority of them wanted this change.

 

 Proposal #6  YES 10  NO 3  “APPROVED”

Change wording in 16.4. “ Each state/group of states/region must have a minimum of 5 paid members per executive committee seat (as of Nationals each year to maintain voting rights).

 

 Rational: This would allow for more states/racers to be represented.

 

 Proposal #7  YES 3  NO 10 “FAILED”

New Race Format: No timed qualifying, change to random order or as you sign up reverse order.  Each entry/racer runs a 2 minute qualifying heat race, with the top 4 (4lane track) going into the A semi, next 4 into the B semi . . . and so on, Semi’s would be 3 minutes.  Top 4 lap totals out of all of the Semi’s go into the Main (5 minutes).

 

 Rational: All of the racers will get equal race/track time (with the exception on the Main qualifiers, which is only fair as they earned the extra track/race time).

 

 Proposal #8  YES 12  NO 1  “APPROVED”

Nationals Track Equipment Rule: All tracks used for Championship classes at Nationals must have computer scoring systems in use.

 

 Rational: Easier, faster and more accurate to keep track of scoring.

 

 Proposal #9  YES 5  NO 8  “FAILED”

Membership Voting: All rule proposals shall be submitted to state/regional reps. or the National Director 30 days prior to each year’s Nationals. Rule proposals shall be discussed at the open membership meeting and during the Senate meeting.  Each current (as of Nationals) member shall receive a numbered paper ballot to vote on all rule proposals for the following years National Championships.  Ballots shall be sent out within 30 days of Nationals, and must be returned/postmarked within 30 days. All ballots shall be counted by National Director and then forwarded to the Membership Director for certification of results.   A simple majority of ballots sent out is needed to pass any proposal. Completed ballots will be available for inspection by all members at each year’s Nationals.

 

 Rational: This is the only fair way for the racers to have a say in the rules.

 

 Proposal # 10  YES 13  NO 0  “APPROVED”

National Director may serve up to three consecutive years, and then may be nominated for position after one year off (unless no other nominees for position).

 

 Rational: New blood at the helm to prevent burn-out.

 

 Proposal #11  YES 5  NO 8  “FAILED”

National Director does not have to be a Senate member.

 

 Rational: There might be other individuals who would like the ND position.

 

 National Director’s Opinion: If an individual is not supported by his own racers in his home state to place him on the Senate and a chance to be ND, how can he be supported or trusted by ALL of the HOPRA members to guide their organization. This would open up the perfect opportunity for a manufacturer to place a biased individual into the Directors chair, and that is NOT what our organization needs. If someone wants to be Director then, first get the support of their own people.  The ND needs some experience on the Senate before they can take the helm, that’s why they should at least be the membership director or assistant ND for a year first, to find out how things work. Just my two (or maybe three) cents.

 

 Proposal # 12  YES 10  NO 3  “APPROVED”

After the 2007 Nationals, open up the Polymer Modified class to allow “any commercially available polymer magnets” with a rule of readily available 120 before Nationals. Manufacturer will only need to submit one pair of magnets to be considered the “standard set” for tech inspections.

 

 Rational: No more hassles with submissions/approvals. Would open up the opportunity for other manufacturers to produce magnets.
